DPWH Secretary Manuel Bonoan clarified that the project in question is legitimate and part of the agency’s infrastructure initiatives in the province. He explained that the confusion may have been the result of miscommunication or misunderstanding regarding the project’s exact location.

“Government infrastructure projects, particularly those related to flood control, undergo strict planning, implementation, and monitoring processes,” Secretary Bonoan stressed. “Misinformation should not be taken as evidence of irregularities. The Secretary further emphasized that unfounded allegations of “ghost projects” can undermine public confidence in government programs.
